Is Banksy is a criminal? Not according to the police! So technically Banksy committed a crime, then the scene of said crime was suddenly given a valuation and labelled as artwork. The said artwork was stolen, so suddenly the initial crime was forgotten about and it was seen as art theft. Somewhere in this story there is a great hypocrisy going on with the police, I feel!
